About this role

Our Health Services Administrator (HSA) manages and evaluates all facility health service activities based on company, contractual, National Commission on Correctional Health Care (NCCHC), Commission on Accreditation of Rehabilitation Facilities (CARF) and healthcare policies and procedures, goals, and objectives. Implements all Florida Department of Children and Families (DCF) contractually required healthcare services. Manages department budget and seeks to improve the operational efficiencies of the facility’s health service program. In addition, this position functions as a liaison between facility staff, contracting agency, and compliance agencies on healthcare-related matters.

What you bring to the table

Education for Health Services Administrator:

  • Bachelor's degree in Health Care Administration, Nursing or related degree or certification as a Registered Nurse from an approved accredited school.

Experience for Health Services Administrator:

  • 5 years successful management experience.
  • Experience in healthcare planning, budgeting and meeting contractual obligations preferred.
  • Ability to treat staff and residents in a consistent manner following company policies and procedures.
  • Above average verbal and written skills. Must be able to disseminate verbal instructions or training clearly and in a manner that is understood by the intended audience. Must be able to write memorandums and reports in a clear, concise, and accurate manner.
  • Must possess a working knowledge of program objectives, policies, correctional healthcare laws and standards, applicable court orders, procedures and requirements for managing a secure residential treatment facility.
  • Ability to work with computers and the necessary software typically used by the department

Licenses/Certifications for Health Services Administrator:

  • Current CPR Certification

What you will do

  1. Provides overall leadership and supervision to the facility’s healthcare operations including Medical, Psychiatry, Pharmacy, Podiatry, Optometry, Dental, Physical Therapy and Nursing services.
  2. Works in unison with facility and corporate management to ensure the healthcare needs of the facility are consistently being met and are in compliance with company’s contractual and healthcare policies, procedures, goals, and objectives.
  3. Maintains effective working relationships with security, psychiatry, clinical, medical and nursing staff, contracted providers, and outside provider agencies.
  4. Ensures compliance with the policies and procedures of the company.
  5. Utilizes established policies and procedures in making decisions, but also uses sound independent judgment performing the duties of the position.
  6. Directs the work of other employees and contract providers. This includes the selection, hiring, evaluating performance, employee training, promoting, and disciplinary action including termination.
  7. Ensures adequate staffing to meet the healthcare needs of the residents.
  8. In the event of a staffing shortage, accepts 24/7 on-call status to resolve staffing issues and assure appropriate coverage for the provision of health care services. Ensures appropriate licensure and insurance coverage of all healthcare personnel.
  9. Monitors and takes appropriate action as needed on operational issues including overtime, issuing appropriate forms, auditing medical files, requesting records, ensuring residents with serious health problems receive necessary intervention and treatment, ensuring compliance with all applicable pharmacy laws and physical safety requirements.
  10. Ensures proper accreditation of the medical program is attained.
  11. Completes and submits regular operational reports.
  12. Responds to all inquiries and requests for information.
  13. Identifies financial responsibilities for all incurred expenses.
  14. Develops, reviews and modifies departmental policies and procedures annually.
  15. Evaluates and recommends methods of improving operational efficiency and cost effectiveness.
  16. Obtains outside bids for ancillary healthcare services.
  17. Maintains and fosters effective external relationships with outside hospitals or medical providers.
  18. Utilizes data to analyze, modify and evaluate health care delivery systems at FCCC.
  19. Attends outside educational seminars as needed.
  20. Must be able to apply principles of critical thinking to a variety of practical and emergent situations and accurately follow standardized procedures that may call for deviations.
  21. Must be able to apply sound judgment beyond a specific set of instructions and apply knowledge to different factual situations.
  22. Must be able to obtain and maintain security clearance.
  23. Must be alert at all times; pay close attention to details.
  24. Must be able to work under stress on a regular or continuous basis.
  25. Perform other duties as assigned.
